If someone is just providing a resume, that will tell you something about their current situation in their department. It will also give you a reference for the person employed. How would you build that reference, if other people were looking for a similar role? That’s my guess – I’ll find another job listing I can go back to check with, and I’d expect to find me having similar contacts or opinions with at least two people working in that position.
